errors in games after i restart?

ok i got all my new stuff in my computer and i try to play counterstike. when i click on the shortcut nothing pops up but its working in my processes. after a couple seconds itll give me a windows error saying do to an error steam must now close. it does the same thing with UT2k4 but not with regular cs or vice city.

    oh ya i tried reinstalling them and itll work after i do that but if i restart my pc it goes back to the error bs..

    wait a minute, itll let me open it wont error when i open it from the origonal folder..
