Fast / Turbo setting in BIOS

just wondering if anyone knows what exactly the 'system speed' setting does in the BIOS of the MSI K8T Neo motherboard? Sorry if this is in the manual, but I can't find mine at the moment so...feh..

Anyway, the reason I'm asking is that setting this to 'Fast' doesn't seem to do a lot to my benchmark scores, but it does knock 10 degrees off my CPU temp at idle.... however under load the temp rises to about the same as it does on the 'Turbo' setting, maybe a couple of degrees cooler.

I know this setting on boards I've had in the past has usually done something to the memory controller, which might explain the rise in CPU temperature (since the A64 memory controller is integrated onto the CPU) but I'm really just guessing....anyone care to shed any light?
