For the xp1900 you have to fill the pits in between the bridges with some kind of, well, filler. When I did it I used super glue to fill the pits and then a Rear Windshield Defogger repair kit to join the bridges. DJ-Quack wrote a nice little guide on unlocking paliminos. You can find it HERE. It will walk you through the steps.
And as to what unlocking does... well, it unlocks the multiplier on the chip allowing you to drop the Multi and raise the bus speed. I think that about covers all the bases.

Wouldn't hurt to have a microscope around ,and the steady hands of a surgeon.
One caution: Do NOT get ANY conductive material in the "pits"-there's a copper grid exposed in them ,and shorting it out causes the cpu to not function-until you get every bit of it out of those pits.
Make sure they are well sealed up before painting the conductive material over the top of them!
Speaking from experience here.
Good Luck,

And seriously, look up seversphere for that video. REALLY helpful.

www.ocinside.de has guides for how the bridges are set for every multiplier/voltage/fsb setting of tbirds/palo/tbred etc.
