Win XP Shutdown Problem

Hi. I have Win XP and when I want to Restart or Shutdown the computer it just freezes up at the 'Saving your settings' or 'Windows is now shutting down' screens.
I have tried a couple of things such as downloading something from Microsoft Windows Update but I just get an error message when trying to installing the thing. I also read about changing the time i.e from 200000 which is 20 secs to something like 5000 which is 5 seconds from windows registry.
When I want to Restart or Shutdown the computer, the 'Saving your settings' or 'Windows is now shutting down' screens sometimes get frozen but now the screen goes completely blank and I hear a noise (like a shutting down noise) from my Unit Base, but my monitor is still running.
Is there anyway of fixing this?
