AV8 Problems

I just purchased an Athlon 64 3500+ with an Abit AV8 motherboard. Everytime I turn the system on I get one long, then three short beeps and an error code of 9F. Doing some research it seems to be a common problem with people and this board, but no one seemed to find a definite solution. This is my second motherboard, RMAing the first one to Newegg thinking it was dead, only to be hit with the exact same problem.
I have tried everything I can think of, booting up outside the case, nothing but the CPU in, CPU and one stick of memory, memory CPU and video card etc.. always get the same error. Although the last few times the beeps have stopped, but still get the same error code, which is wierd because the speaker wire is still plugged in. I'm lost on what to try next..

Specs:
Antec 400W PSU with voltmeters turned all the way up
Athlon 64 3500+ (replacing 2500+ Barton)
Abit AV8 KT800Pro (replacing Epox 8RDA3+)
2x256 DDR PC3200
AIWRadeon9700Pro
80gb WD HDD
Aopen 8x DVD/CD burner
Pioneer DVD Drive

    Ok i got a kv8

    Put in the 12volt thingy for the CPU?

    What i did was untighten the screw thingy on the heatsink 1 turn so it was still firm on the cpu but not the motherboard.

    I have a system right next to me with that same cpu and mobo. Did u plug power to the vidoe or the 12v to the board?

    Yes, both power connectors are plugged in.

    does your vid card require power?

    Yes, it requires power. It's a ATI Radeon x800Pro 256MB 8x AGP...
