How to get Steam not to pillage bandwidth?

I need some way to configure Steam so that it isn't using up all my bandwidth. At home I'm on a 128KBit DSL which is more than enough to run Trillian along with every other game I've ever played at <300ms pings but for some reason I can't get pings below 1 second using Steam and even with just it running in the background downloads and web browsing slow to a crawl. Since Valve shut off the WON servers and Half Life 2 requires Steam, I need a way to get the pings down.

Any suggestions?

    Right click on the game then settings.

    I just deleted the registry entry that auto-loaded it upon startup...never thought to look in the program!!
