Java install problems

I have windows xp and I needed to install java for the internet. I currently have 4 user accounts on windows, the first being admin, and the rest being limited users, but I temporary had one of the limited users as another admin.

The problem I am having is that I got java installed and working in both IE and Firefox for the head admin and the first limited user, but the second limited user (temporararily another admin as well) and the third limited user can't use java at all. I have tried reinstalling dozens of times literally, changing directories, chaning the way I install, deleting and restarting the accounts, installing on different admin accounts, etc. and still it doesn't work! This is very irritating.

Note that when I do the fully automated install off sun javas website it keeps saying checking configuration (doesn't work), then I do a slightly less automated install where it shows the java install window with the little cord with a spot moving down the cord showing its doing something (doesn't work), then I've done the "somewhat" automated install, the one where you download the installer but most of it still installs from the internet, this works for the first two windows accounts after some tries, then the fourth way to install it is to download the entire java installer and install if from there, this works like the last way, but still only the first two user accounts can start java up.

So, I know of 4 ways to install java (from sun java's website anyway), 2 do not work at all, and the other 2 work only partially. Why does java have to be so tricky?
