Tracking Cookies are near harmless. The most they can really do is track what sites you visit that use images, scripts, or counters from the tracking site. What is probably happening is your anti-spyware software is removing the cookie, but when you visit a site that calls ads.uproar.com, it's being placed on your computer again. Spybot has an Immunize option. Try selecting that. I'm not sure how it is on Tracking Cookies, but it's worth a shot. Other than that, you'll have to keep removing it.
