Internet sharing won't!

Two PC's (both running XP) linked by working network using a netgear hub. File and printer sharing works fine. Downstairs machine has USB broadband modem, net works fine. Upstairs machine dials the net when the downstairs machine is not connected, so far so good! However I cannot get the upstairs machine to load a page whatever I do (4 days at this now and no hair left). I get the "opening ... message" in the bottom bar plus the first two green progress bars, then it just displays the "cannot find server message". HELP please!

no router just a simple hub. I think it has got to be something stupidly simple like the connection settings in the upstairs copy of IE. I think I shall have to get a router! What really bugs me is that I had it working under win98 and XP is supposed to be easier!

The downstairs on was '98. Both now have XP service pack 2 installed.

Oh, have you set up ICS or run the network wizard on the new install of XP on the downstairs computer? It probably didn't just carry over. This one is the one connected to the Internet, right?

I've lost track of the number of times I've run the "wizard" on both machines, I think its ADSL modem and router time. Besides I've realised that there will be times that we might want to work from the upstairs machine without the downstairs one switched on.
