On my work computer, it is especially crucial that I keep all the software legit. But, I can't afford a copy of my beloved Photoshop.

At work, the main thing I need is the ability to resize images easily by specifying pixel values, like in Photoshop. Any suggestions?

If your job entails that you need something like that, I would think your work would be providing you the necessary software to accomplish that, talk to your IT department and see if they have any licenses of image editing software, if not, maybe petition your boss for an older Photoshop license (Say 6, it'd be cheaper.)

That's a good idea about the old photoshop liscense. In the meantime, I've figured out the basics of The GIMP.

Isn't there a windows powertoy that does the exact same thing?

Yes there is such a powertoy. Also I'd recommend IrfanView; although it's not much of an editor it does simple things like resizing and converting, including batch processes. Nice lightweight freeware program - definitely get it and check out its functionality if you don't need much beyond resizing.
