Help Formatting Dell 2100 !!!

I recently reinstalled windows ME on my dell dimension 2100 because my file menu had no new folder option & some other things going wrong. Now it takes long to boot, & sometimes when i shutdown there is this black screen with a white underscore either at the middle or top of the screen & the computer doesn't shutdown. When I reset it & scandisc runs because of improper shutdown it sticks at 2 bars & keeps restarting ...... so I have to cancel it & go into safemode to run scandisc & always a problem in FSinfo sector....it repairs it.......until it doesn't shutdown & I have to go through the same process. It is getting very irritating & I need some help on how to format a HDD.

Will I need a verification CD if my HDD is formatted & I'm reinstalling windows??
I need to know the whole process of formatting (From start to finish)
I got the dell resource CD, Dell windows ME reinstall CD.

I really need some help

    Did you fdisk and reformat before before trying the reinstall? Also, if at all possible, don't use ME, worst Microsoft OS ever. I just helped a friend put XP Home on an old Dell and it seemed to go well. In that case we did need a previous version of Windows as he had the upgrade version. He didn't have the resource cd so we needed a boot disk. I really don't know if a Dell resource cd is bootable or not since I never had a Dell and have only worked on a few friends Dell's that did not have them either.

    You need to:

    Fdisk (delete partitions and recreate them)
    Format the HDD
    You'll need a boot disk... a floppy or the Dell resource cd if it's bootable.
    Maybe you can do the fdisk and format with Dell's cd. I don't know.

    This is a start anyway.
