PSU weak?

i have a..... *Gasp*.... E-Machine W4682 P4 2600Mhz 80gb HDD DVDRW 52x cd rom drive with crappy Intel indagraded extream graphics card and a OEM Bestec 250W PSU and my question is that when at heavy load such as SpybotSD,Adaware scans,opening large files in notepad ect my processor fan changes its pitch and i accually thing its slowing down from this and if so would this mean my psu is too weak to handle all this or is this somewhat normal?

    The change is because of the extra CPU load. The CPU is getting worked harder and the temps went up a little bit. It sounds like there is some Fan speed control that upped the voltage to the fan to make it spin faster and thusly change the pitch. I am assuming the pitch became higher.

    nah its pretty much the reverse accually.. its instant also, when load hits it it sounds like it slows down.. if i had some way to record it id let you hear it.. it dont really bother me if this is the worst it does but i dont wanna have a psu go out
