Does it hum all of the time that it is on, or only at first?

Often as capacitors and other parts age you will start to get some noise.
Maybe it will run for years this way, maybe it is on its way out.
Monitor "hum" is not uncommon. It is not limited to any one particular brand though a quick google turned up some cases with Samsung Syncmaster 950B series of monitors (3 instances).
Hum can be caused by unwanted AC noise such, as already mentioned, a part like a capacitor but more likely a filter, breaking down. AC filters .."filter" out the unwanted frequency that is giving you the hum sound.
If your PC monitor is still under warranty which can be as long as 3 years and make sure you have a receipt or have registered the product. If it is under warranty you can report it but you'll be on the hook for shipping costs to get it to an authorized service centre. Hopefully there will be one near you within driving distance.
I don't think there is anything you can do except some basic trouble shooting to ensure that it is, infact, the PC Monitor.
I would suggest:
1) Unplug the cable from the video card. Do you still have a hum? Yes? No?
2) Plug it back into the video card....does the hum come back.
3) If 1 is a YES...take the monitor to another outlet somewhere else in your house...plug it in. Turn it on and do you still have the hum?
It "may" (remote chance) be a dirty AC feed from the plug you are presently using that is causing the hum...but I doubt that.
Are there any other wireless devices or electronic devices near the monitor that could be possibly causing radio interference with the monitor. (Have you got a power amp sitting on the monitor or clock radio)
Once you eliminate the obvious possible culprits then you can determine that the monitor, if under warranty, can be submitted for warranty work.
what kind of hum is it? my old monitor had a high pitched whine coming from it whenever i turned it on and would sometimes stay sometimes go. i took it to a shop and they said it was the transformer going bad. wasn't worth fixing as it wasn't under warranty anymore.
my speakers with woofers and amplfiers are cloe to it.and nothing else.my monitor is 3 years old and out of warranty and the humming sound occurs only when i switch off monitor for 10 minutes or more and turn it on.would try to change arranging speakers and see my luck.thanks for the help people.
and by the way i have 2 woofer and 6 speakers and an amplifier and the amps and 4 small speakers are very close to it.

Many monitors will make a hum as the monitor degauses itself after being turned on but that hum lasts for anywhere from 5-30 seconds that I've seen, could that be what's doing it maybe?
Find the control for manually degausing your monitor and hit it and see if that's the same hum you are hearing.
