Gigabyte power-down problem

I have a Gigabyte 845G mobo which has been acting strangely.
I don't know whether it goes back to a BIOS update or something else.
When I shutdown, the system goes thru' the normal procedure however it does not turn off the system power. It used to shutdown completely.
I am running XP Pro and I have re-formatted to see whether that would fix the problem but NO.
Hope you can come up with some ideas.

    See the attached image. This is a picture of the device manager.

    Does the entry I have boxed off in red read one of the following?

    ACPI Uniprocessor PC
    ACPI Multiprocessor PC
    Advanced Configuration and Power Interface Compatible PC

    Or does it read:

    Standard PC.

    Well that's not the problem. Does it show the "Windows XP can now be safely shut down" screen? Or does it not shut down in another way?

    Right click on the desktop.

    Choose PROPERTIES

    Choose SCREEN SAVER tab.

    Click the POWER button lower right corner and a new window will open.

    Click the ADVANCED tab.

    What does it say on the lower part of the screen under the entry WHEN I PRESS THE POWER BUTTON ON MY COMPUTER

    It should say SHUT DOWN from the pull down menu.



    Secondarily go into BIOS and check under POWER MANAGEMENT FEATURES and ensure that the POWER BUTTON FUNCTION is set to POWER OFF.

    RESTORE ON AC POWER LOSS should be set to OFF as well.

    No I don't get the shutdown message. The computer keeps running after it should have shutdown.
    It is the final powerdown where the system stops. The HDDs and CDs continue to run.
    I then have to turn off the power

    Thanks for the comments but it was shutting down completely but now it goes thru' shutdown but leeves HDDs and CDs running
