IE won't let me change settings

It's set to medium and I believe thats why I keep getting that yellow bar no matter what site I go to. It won't let me set it any lower than high though but I want to. Help.

It says "Error: Default setting is medium it is reccomended you select medium or higher." Or something to that nature. Is there a way to override this with RegEdit or something?

    Ignore this post. I did a system restore and it worked out... I hope. A lot of things are messed up (fixable) though but its much better than that annoying yellow bar.
