"Disabled Display Control Panel"

Alright, so I'm using WinXP, and I'm still in the hatchling state of "computer geek". Everytime I try to change my screensaver or wallpaper, or pretty much anything on the desktop, the error I get is "The administrator disabled the Display Control Panel."

I feel like an absolute idiot, but I honestly don't remember changing this, and can't figure out how to fix it. Can someone please tell me what I screwed up?

    Are you logged in as a user which is apart of the Administrator group?

    Hi, check whether your user account is set to 'computer administrator'.

    Start > Control Panel > User Accounts > Choose your user account > click 'change my account type' and at the top see what yours is set to.

    Thanks, guys! Yeah, my account is the administrator, and the guest account is set to off, so I wasn't accidently logged in under the wrong account. X\
