My Internet Explorer doesn't work.

I have another PC with Win98. Every time I click on the IE icon or if I try starting it from the start menu I can't get it to work

When I click on either the desktop icon or the IE icon from the start menu my PC starts to work like it wants to come on but then it stops but no Internet page comes on. I click Ctrl-Alt-Delete and my task manager says it's "Not Responding." I've tried everything and it's always the same result.

Can anyone give me an idea.

PS. I tried reinstalling IE but no luck.
