Second Oppinion On Slow DSL Speeds Please: Tempting101

Thanks to Thrax he has came to the conclusion that my download speed has been physically capped by the ISP. He also said that i should get a second oppion on this subject. Here are my speeds. Thank you so much.

    I had him run a variety of speedtests courtesy of DSLReports, and they reported a max of ~20KB/s too. He's met his ISPs requirements for phone lines, he's using filters, he's given it time.. I earnestly think it's an ISP problem.
