Just redownload Steam and redownload the games.

Yea, you can download the software as amny times as you want. You're ability to play the game is based on your username and pass, not on your copy of the game.
You can even download the software somewhere else, and use your login to play there.

Copy the contents of steamapps, if the backup fails.

It's gotta be a bitch to redownload everything. Even if you have some good broadband. I think that's my only (well maybe main) beef with Steam.

You don't need to redownload everything.
You can copy the contents of the steamapps directory to somewhere, and then put it back when you need it.
