Can be a signal riding on an audio signal, AC hum, or possibly even a resource conflict. Somone who has one of these issues, if they broadcast audio over the internet, can broadcast the hum also. Faintly possible that they have a corroded connector socket or connector on an old mic or speaker or headphones, or a line with defective connector or simplya bad line thta has been walked on, though I would also expect pops and possibly whistles if this is so, as the first thing that happens with a bad connect is that folks crank volume gain and an overload can whistle and whine and hum. But a low buzzy hum is often an AC signal riding on an audio circuit from an internally bad card or speaker that has a power adapter and is feeding AC into audio broadcast.
