Windows '98 internet connection problems

A friend is having problems connecting to the net.
She is running Windows '98 FE, and was connected to NTL via dial up a few years ago.
AMD K6
Windows 98 FE
D-Link 10/100mb Ethernet
128mb RAM
80% system resources free
File System: FAT32
10 gb HD
She has limited funds, but was told by her server, and a PC expert she has just enough resources/hardware spec.s to connect, but NTL now tell us it's an issue with the software.
The story so far...
Registered with ntlworld 2 weeks ago, but obviously had to update her RAM to 128mb to be able to connect. We then had a problem at the last hurdle with the NTL software, so contacted the server connectivity help line, who registered us online, and we installed the modem/driver via USB. We were online for about an hour, and then it would drop off. The same thing occurred each time we turned the PC on, but it did stay on for longer the last time we tried it. Also, noticed that messenger stayed online past the I.E. browser
We began updating the PC with the critical updates for the OS, but only got as far as the first I.E. update, which updated I.E. to 6, and Outlook to Outlook Express, but there were at least 18 critical updates, and 40 for win '98.
We checked the internet settings, and noticed that the internet connection was LINEONE, asked the rep. if this was ok, and she said yes. She asked us if we wanted to keep our old settings - e-mail adress and so forth, to which we said no. She checked our system resources, which are 80% free, our RAM, and our other settings, which were all compatible.
Still having the connection problem, thinking that it was either a compatiblity issue with Win 98, or the fact we hadn't used the software to install the driver, we rang NTL again, and got a rep. who actually talked us through installing the modem via USB. He first checked all settings, spec.s Uninstalled the modem from device manager, rebooted the PC, and went through the Add/Remove hardware wizard, until we encounted a dialogue box when installing the driver from the CD, saying
'usbhub.sys on Windows 98 CD ROM cannot be found

at which time, I asked whether I could download these drivers at home, and upload them to her PC, as she doesn't have her win '98 CD ROM, but a floppy disk with the drivers for 95/98. He said you would need to download all the CAB files, but told us to go out and buy a Network Card, and we wouldn't have any of these problems. I explained that she has limited financial resources, and would this definately work, but he said yes, unequivocally.
We got the ethernet card/driver installed, and tested, and plugged in the cable provided by NTL, and now have no connection. Rang to be connected to another rep. to get a completely different response. Our 'msipcfg.? now reported 0.0.0.0.0, where it appeared to be changing IP adresses with the USB connection
Ran Broadband Medic, and checked the spec.s for the PC, which were ticked, and compatible, but the connectivity, and the DHCP were unchecked.
We have the option of getting the PC checked over by the guys who installed the RAM, who are thorough, but say they won't come to the site of the PC if the server is ntlworld, as the software is unreliable, and repetitive installations are what have proved results.
Since we are getting different responses from each 'expert' we talk to, and are spending money as advised, to obtain no results, we are :bawling:, and tearing our hair out, knowing we being passed from pillar to post, with every rep/PC hardware specialist.
If any more spec.s or system information is needed, please ask, and I will post it.
Also, I have my old windows '98 CD ROM, but no serial no. if this could be of any help.
Any assistance you could provide would be much appreciated, and we are prepared to spend money where it would help.
