This is my new rig..

AMD 64 3400+
ASUS K8V SE Deluxe
ATI X800 Pro
1gig Corsait XMS PC-3200
Enermax Noisetaker 470W PSU
Seagate 80gb
Seagate 120gb
NEC 16x dvd-rw

Alright, so I turn on my computer and it's really loud and then it gets very quiet.. which is how i'd want it to be. Stays quiet for a bit and then it gets really loud again. Anyone have any ideas what the problem is? My PSU fans are at about medium, and my system/CPU temps are 48c/41C..

Any idea whats up with the noise and with the temps? Everything is at stock speeds.

    CPU heatsink/fan for sure.

The temps I gave above were from my BIOS.

I just installed a utility and it shows my CPU temp as 41C and my motherboard temp as 35C.. and it's shows my CPU fans speed at about 3050RPMs.. and the comp is pretty much idle.

It might be your video card fan. I would think it would start at max speed and slow down when it realizes that its not hot. Same thing prolly goes for the CPU fan as well.

What CPU HS/fan do you have? The retail fan? If you have the retail fan I wouldnt think it would have thermal monitoring like the Video card fan would.

Makes me wonder if you might have a bad fan on the heatsink, which is wobbling and rattling in the bearings. Do the rpms being monitored change when it gets loud?

Yes it's the retail... and it's running at 3900RPMs right now and 42C... still idle, just as loud. Don't know the speed of the vid card fan... and I haven't run any games yet since I have none installed at the time... so I don't know how this thing would run under stress.

Check under stress, I will bet it is the vid card.
