Home Page changed, can't get it off

My home page has been changed to res://C:\WINNT\system32\shdocpe.dll/security.htm#subID=BSW;677 - It says there is spyware on my computer and "it would be in my best interest to download it". When I close it, a pop-up comes up also talking about Spyware being detected.

I just deleted the shdocpe.dll file, but the home page is still there and it won't let me change it. When I change it to my original home page it just changes back. How can I get rid of this?
