I am guessing you are trying to run a Torrent downloader of some sort?

yes i am, but when i click the file, the error pops up yet the file still opens the torrent downloader and begins like there is no problem. the error comes up for no reason. i just need to get rid of that stupid error.

Try moving the file to another location, then move it back. Maybe that will help convince Windows that it really is there. :p

    Hi way_eXtreme

There are 2 possible reasons why you are getting this error:

    1. Your internet cache is too full, try emptying it
    2. More likely, the path to your internet explorer cache file is buried too deep and your bit torrent client can't open it (but Windows does and can).

I had this problem too and fixed it by moving my cache folder to c:\IE\temporary internet files as well as clearing the cache.

You might also want to consider increasing the size of cache, worked for me
