VGA to tv?

Is there a way to convert a VGA signal to a tv signal... because i want to connect a Shuttle nf2 mini comp to a tv.... as a home theater setup... whats the best way to do this? I dont think TV out is active during bootup and stuff, thats why im asking

no it will be going to a reciever, so i can use pretty much anything lol
