Computer will not start

Hey guys,
I just bought a new Asus K8V SE Deluxe motherboard with a AMD Athlon 64 3400+ and I'm having some troubles booting up the computer. When I press the power button on my PC everything comes to life; PSU and CPU fans spin, CD-ROM LED's turn on, green power light on the motherboard even turns on. But the computer simply won't boot up, no beeps, no anything.

My basic computer specs are:
Asus K8V SE Deluxe
AMD Athlon 64 3400+
2 512 MB sticks of Corsair PC3200 memory
ATI Radeon 9600XT 128 MB
400 Watt Power Supply

As far as troubleshooting goes, I've tried just about everything I can think of:
-Tried different power supplies (Tried another 400W PSU and the PSU short-circuited and no longer works.)
-Reseated the CPU and heatsink
-Tried different sticks of RAM
-Took the motherboard out of the case and ran it on an anti-static sheet, with only the bare essentials (Motherboard, CPU, PSU, and RAM)
-Reset CMOS

Right now I'm really clueless, the only odd thing that I have to go on is that 1/3 of the time when I press the power button, the computer doesn't start at all. I've found that disconnecting the power cord and reconnecting gets the PSU to start. The computer will just not boot.

I'll take any advice! Right now I'm fresh out of ideas and I really could use some outside opinions! Thanks guys.

    Sounds like a dead CPU to me. Try your old motherboard and cpu.

    When I use the same PSU and RAM with my old motherboard/CPU, everything runs fine. Is a dead CPU the only possibility?

    Well it could be the motherboard but either way, you'll have to exchange one to find out. I would chage the cpu first.

    And I would of guessed the MB way before the cpu. Like he said it could be either but my ratio of bad MB's to bad CPU's is way higher.

    only other thing to try is unplug the PSU from the MB and actually pull the battery out for 20 minutes or so. Then replace it and plug the PSU back into the MB and try again. And when you turn it on and off. Leave it on for a good minute or so before giving up and try it 3 or 4 times like that.

    take the motherboard out and unplug everything. then put in only cpu(together with heat sink), power supply, the casing speaker with "beep" sound. plug in the keyboard and display monitor wire. remember, dont put others thing including RAM. clear CMOS again, and make sure the cmos jumper is set to the correct position. turn the motherboard on with shorten the 2 pins by screw driver or others things. while booting up, hear whether there is a 'beep' sound or not. if there is no beep sound, probably the board is not working. send for claim.

    I had the same problem with my Asus k8v se deluxe. It turns out that it was a bad motherboard, even though the post voice message was saying "system failed cpu test". Plug in headphones or speakers and listen to the voice message if it gives one. Mine said "system failed cpu test" so I rma'd the cpu, which is an AMD ATHLON 64 3200+ and it was still saying "system failed cpu test" By that point I tried my processor in another computer, and the computer booted fine. I tried all of my parts in the other computer(which was also a k8v se deluxe), and they all worked. I rma'd the bord, the new one came and it finally worked.

    so my best advice to you is to plug in speakers to the mb, listen to what it says, if it says anything at all. If it says the system failed cpu test try the cpu in a different computer. If not RMA the board, because you have the exact same problem that i did. Ive heard of alot of cases where k8v se deluxe's wouldnt boot at all.

    oh yea and everything of mine came to life, even though it wouldnt boot, just like yours including the motherboard light
