Blank screen from Boot

I am having a problem starting my computer. What is happening is that when I power up the fan and hard drive etc starts but the monitor stays on stand by and is blank. I have tried putting in new RAM, a new graphics card (AGP) and removing the CMOS battery to reset the BIOS, but this does not solve the problem. At one point the board was posting giving a beep about 2 secs long then a pause for maybe 3 secs. By changing the RAM etc this has stopped. The computer is working intermittently but to fire it up I have to take the power cable out the back or even move the RAM to another slot and then try again.

Another strange thing that is happening is that PCI Simple communications comm. Does not work it is showing a code 28 through device manager & Comm port 2 message is showing Device cannot start (Code 10)

Intermittently VIA CPU to AGP2.0/AGP3.0 controller does not work, but once I uninstall and re boot it goes through re installing.

512MB DDR 333 RAM
NVIDIA GeForce4 MX440 with AGP8X
AMD Athlon(tm) XP 2600+
Windows XP Pro

I am a novice at this and using the forum. How does the replies work i.e. how does the views come into it? Is the Views number of people to look?

    I have read some over posts & was wondering if it's my so called "450W" psu that came with the case?
