    First the basics:

Do you have the latest patch for Halo?

Do you have the latest drivers for your video card?

Do you have the latest chipset drivers for your motherboard?

Has this happened since you installed Halo, or is it something that just started happening out of the blue? (i.e. did Halo work okay before?)

    We need more info

What video card are you using? My brother's computer won't run Halo (or most other somewhat new games) and it uses a really old card. Maybe older than a GF2. I don't even know the name of it. It did exhibit some odd graphics in Halo and NFSU pretty much similar to what you explained. I think you just need a better video card. (maybe something made in the last 4 years?)

    If prime's suggestions don't work, I think you're stuck. :(

    EDIT
Bought a computer? You probably have integrated video. You're screwed anyway. ;D

Yeah I edited my first post, I didn't see your other posts cause they came like a minute before mine. Try something NOT integrated, if your computer has an AGP slot.

Does Halo even run with integrated gfx? Those intel extreme gfx chips are usually crap, and not extreme in any sense of the word, except maybe extremely crappy
