Caching VPN Files?

I have a vpn running that that networks apps are used over. Basicly all the files reside on the server over mapped network drives so it has to transfer the major files over to your computer to run when you first start up the app.
In the office this is no problem but over a vpn it's taking a very long time. I know I can store the files locally using the 'make avail. offline' or whatever it is. My question is will that speed up the application just starting up since the files are already on the computer? Or is there another software I can use to do this?
The last resort will be upgrading the line that the server is on to allow for better upload speeds.

Just FYI, the application files change every couple of months maybe, they connect to a db server so it won't affect having current info by having a local copy of them.
