WinXP Pro limits download speed

Hi All,

I found an article in a gamer's mag that showed how to turn off Windows' default bottleneck on downloading. Can anyone think of why this would be set up to limit your speed to 20%? The article said to change this to 0 (obviously), but I want to make sure this is not going to do something (like upset the local ISP).

    That's windows QoS service. WinXP doesn't limit download speed, and it doesn't matter if that service is enabled or not.

    It won't upset your ISP either.

    So whether I change that particular setting or not will not effect things like online gaming? Oh well, it was wishful thinking.
