It depends upon the mouse, one that reads faster with a higher resolution will be held back by the PS2 interface as it can only move so much data and the mouse will be bottlenecked by it which means it'll be quite a bit slower.
USB provides quite a bit more bandwidth for the mouse to use so it can live up to it's full potential although if you set your games to disable mouse acceleration you won't notice it as much. I keep acceleration on in certain games such as BF'42 and a quick flick of the wrist can make the turret on a tank spin like a kid's top.
