What is the difference between +/-. Can either or both be read by a regular dvd-rom?

The difference is in the way the pits are physically burned into the disc (Size, pattern, etc.), that's really all there is to it. Both can be read by a DVD-ROM, but -R is better for set top.

The +'s usually are faster but less compatible. Get a burner that does both.
