Problems with Temporary Internet Files

The computers here at work are running Windows 2000 (5.00.2195 w/ SP4 and fully updated), and Internet Explorer 6 (version 6.0.2800.1106IC, SP1; Q823353; Q833989). We use active directory (not administered by us) and use roaming profiles (our profiles are mapped to a Z: drive). 20GB hdd w/ 14GB free.

Now that that information is out of the way here is my problem. Randomly accounts will set the "Temporary Internet Files Folder Amount of Disk Space Used (setting found in IE -> Tools -> Internet Options -> Temporary Internet Files -> Settings)" to 0MB. When you try to change it you get an error that says "Please select a value between 1 and 0 for how much disk space temporary Internet files may use.". Now, if I browse to the temporary internet files folder ("c:\Documents and Settings\accountname\Local Settings\Temporary Internet Files") it is completely empty but if I browse to it through the "Move Folder" option under Internet Properties I can see a folder called "Content.IE5" (which also happens to be visible when browsed to from a working account). I can type out the full path to this folder ("C:\doc...etc...files\Content.IE5"), have it open and see that it contains one file (index.dat size 0kb), which I cannot delete because windows says that it is in use. I have show hidden files on so that's not why I can't see Content.IE5.

I have tried to "Move Folder..." to see if that would fix it and I get this error: "There won't be enough space in the new location for the currently downloaded content. Please either delete these files first and try again, reduce the size of the folder, or pick another location.". Also, I can log in as a local admin, browse to and see the Content.IE5 folder, and delete it with mixed results. Sometimes it fixes the problem and lets me change the amount of disk space used size and other times it won't change a thing.

Now my question to you is has anyone else seen or experienced this problem and if so, what did you do to correct it? If you need any further information I'll provide as much as I can.

    Its probably an AD setting. When the "policies" get refreshed they may just clean out your local changes.
