can't delete files because they are being used; how to get rid of them?

you know how sometimes you get a file that, when you try to delete it, an error results saying that the file is being used by some other program...but even restarting and closing any programs that could POSSIBLY be using it does not fix...

well ususally the solution is to fire up a cmd prompt and type del c:\folder\filename.doc or whatever, and it's gone! but for some reason even THIS will not work, i type the name EXACTLY and it says the file cannot be found. and yes i have quotation marks around the title of the file, since it has spaces in it. how else can i delete this...do i need a special program? first time i have ever actually found a file that couldn't be killed by the good old trusty command prompt. its winxp pro btw

    trying booting into safe and then try deleting the file.

    got it, i closed explorer and deleted while the protection was gone, thanks everyone :)
