Please help or advise HSA

PLEASE HELP IF YOU CAN
I've tried the HSA removal instructions and they didn't work.
Here is a hijackthis log. I know the proxy servers are the problem, but I don't know what file is causing the proxy servers to run. They don't load upon boot. They load when I go to the internet. As of right now I can't do anything on the internet. It just won't go anywhere. It always says page can't be displayed.

    I don't see any signs of HSA in your log, but let's see if we can repair your connection.

    Place a checkmark next to these entries, close all browsers and windows, and have HijackThis fix them by clicking Fix Checked:
