Eternal Restart... please help!

I had just installed Windows XP home on a fresh hard drive and it was working fine. Tried to install a new program that needed to restart after installation and now computer just keeps restarting! I assume this program screwed up my operating system, but now when I put the windows xp boot disk in to reinstall the OS, it won't boot from the disk. Is there any way to force it to boot from the Windows Install disk? Desperate... please give advice.

    By the way, computer is a Sony Vaio laptop, PCG-F520.

    OK... solved this one myself. Went into BIOS and made CD-ROM the startup drive, in case anyone else has this problem.
