Radeon 9600 and Cataclyst not agree

Ok this is easy, each time I try ti install the news Catalyst for my Radeon, I receu-ive message like Cli, exe not workin... I sended a report to ATI, followed their advise, but not to prevail, this is the same result...any idea?? thanks
and my puter a P4 1032 RAM, 3.03 gig true Intel

    I have a 9600 (made by Sapphire) and had the exact same problem. What I did to solve it was to go to:

    Control Panel>>Add or Remove Programs>>ATI Catalyst Control Center>>Change (not "Remove")>>Repair

    Fixed me right up. :)

    I thinks cli.exe is related to the ATI Control Panel (note, not the Windows Control panel) and requires the installation of MS .net runtime files to run properly,otherwise it fails to initialize and gives the error you name. You can download it from Microsoft from here
