Anyone know anything about WebCam32 or Windows Media Encoder?

I've got a copy of WebCam32 here. It is intended to upload pictures to the internet from a webcam, or a still digital picture camera as I'm using (FujiFilm FinePix A101 1.3 MegaPixel).
However, the instructions for setting up the webcam32 software are weak at best. There's a lot of things I don't know and haven't been able to figure out yet, despite there being a website for webcam32 with a forum. Not many people even post on the forum.
The software itself is 6 years old. Surely there's something better out there by now.
I don't even know what I don't know about how to get it working properly.
I want to send a still photo every 10-15 seconds, and webcam32 will do that IF I ever figure out how to make it work.
I see that Windows Media Encoder has an option for sending live video, but it seems to only provide a live video stream. Not periodic still images. Just because my cable modem has a 4 MBit down / 384 Kbps upload speed doesn't mean I want most of the upload being used all the time.
Server push or pull? I don't know.
