Windows stops during install

I installed a new hard drive, and when I try to install windows it stops at 21% and tells me to look at at cab errors in the help file but there is nothing about cab errors in the help file. Any suggestions?

    Check your disk for scratches or other snot on it, check your cd-rom that it is clean or try another. Make sure all of your cables are secure.

    Is this the first time you tried the Windows install?

    No its not the first time.
    It has done this a few times.
    But each time I have run killdisk each time.
    Sometimes it acts like I don't even have a hard disk after this happens.

    I really appreciate the help.

    This could be caused by a loose cable, like Donut mentioned, but it wouldn't hurt to run the diagnostic from the HD manufacturer. It may not be a problem with the files being copied from the cd drive, but rather to the HD.
