Security settings are getting in the way!

I'm trying to download some software from the internet, and I keep getting the warning box saying "Your current security settings do not allow this file to be downloaded", even though I've got them at the lowest setting in Internet Options.
What can I do to change them or temporarily disable them?
I had this problem with playing videos on ebaumsworld for the past few weeks, but today several videos played normally without warning windows popping open.

Downloaded FireFox and it worked perfectly. Still don't know the reason, so bypassed it.
If the setting was already enabled, then we need to look at some other things.
Where were you downloading from?
Can you download software from anywhere?
Try going to the Short-Media Downloads section and download something from there. Try going to Download.com and see if you can download from there. If you can download from those locations, then we will need to check your Trusted Sites and Restricted Sites settings to see if something there is preventing you from downloading from that certain site.

I routinely download lots of things from many different websites, but these few sites have recently been causing problems. Ebaumsworld was doing it for a week or 2, but yesterday it worked fine.
I went to download grokster yesterday and it absolutely refused to allow me to download it.
Tools -> Internet Options -> Security Settings. Click Restricted Sites, then click the Sites button, see what is listed. If anything is, let us know.
