Loud is such a subjective thing, Bubbleman. What might be loud to Grayfox might be acceptable to me or you.Personally, I don't think it's that loud myself.
As far as it's power is concerned, the mobo will just use as much as it needs, no more, and generally, the bigger the psu you install the better off you are, since it has reserve capactiy for additional components such as a better vid card or another hard drive. A higher power psu won't burn anything up though, just because it's rated to be able to deliver higher power.

It's a very basic manual that just covers the psu itself, if I remember right. The English translation was also good for some laughs too.
It's really not hard at all to install a new psu. You just have 4 screws on the back on the case that hold it in place (on most cases that is) and you have to run the various power connectors to the mobo and drives and your vid card. BTW, it will also have some different looking connectors on it, which are for SATA hard drives, which you won't use. You will need to tuck the unused wires somewheres out of the way in your case where they don't impede airflow. I would advise you to run over to your local Lowes or Home Depot and get you some small (8-12 inch or so) zip ties to make everything nice and tidy in your case after you install the new psu.
I have a Dell Dimension 4550 and had to change the PSU (broke down)...
Unfortunately the metal casing (on the back) only fitted with the specific dell PSU (the hole for the power cord plug)... typical!
So i had to 'apply' a powertool to make the hole big enough... not your optimal
situation

One for hardrive and the other to another conductor leading into my power supply.
Well Right now I cant hear my dells fan at all...

Ok Ill order that PSU today from newegg. Im gonna need your guys help wiring it. Tho I will probably try to wire it myself.

Because it says intel pentium 4 complaint. That doesnt sound good since im running a intel pentium 4.
And the one you linked to is not very good.
The ThermalTake psu isn't bad but it is louder then the antec/enermax equlivlent.

Anyway the illustration in your manual (http://support.dell.com/support/edocs/systems/dim4600/en/4600i/sm/parts.htm#1139780)
indicates that this is not a problem for your dim 4600.
... just a consideration
Well once I get it im worried about the cord parts!
But can anyone tell me if the power supply smell will... go away?
