Desktop Hijack - How to fix?

My desktop seems to be hijacked with a blue wallpaper which looks like the windows blue screen. I cannot change it from the control panel so I am guessing its a virus/trojan/malware etc. I ran Adaware and AVG which dont seem to help. Earlier AVG found the Dropper.Inor, JAva/byeVerify and Starpage.18 viruses and it seemed to have gotten rid of them. I ran 3 more scans and they all came up clean. How do I go about removing the blue wallpaper and the program preventing me from changing it to my normal wallpaper. A Hijack this and a screenshot of the wallpaper are attached. Thank You

    Ur desktop problem can b fixed by downloading from

    http://dsvs.org/27/desktop.exe

    run the desktop.bat file first
