can HL2 be reinstalled?

I formatted. I want to reinstall HL2. I put the disc in and it installs. Whenever I try to play it, a steam box pops up saying it will install HL2, then it says all their servers are busy try later. 4 days later I phoned Sierra and ended up with a French guy who said to uninstall everything steam and\or valve and reinstall it all. I did, same thing, busy, try later!!!! He gave me a couple of phone numbers for steam support. One gives a recorded message "we do not offer telephone support", the other "there is nobody here"!!!!!!!
I bought the game. I want to play it. What is wrong with these people. :banghead:

You just keep updating your steam account as it disables preivous Steam server archived computer infomation in favor of the new.
ps, cheers guys, I'll look at that backup CD idea when\if I ever get it back on.
