yeah i don't know how to change the voltage settings...hey prof, you think it has to do with the voltage....
The voltage referred to is what is coming out of the PSU. You don't even want to think about messing with it unless you are absolutely sure of what you're doing. Even with the PSU unplugged, there is enough current stored in the capacitors to kill you. If you're "lucky", all that would happen if you made a mistake would be that you'd fry the computer from one end to the other.
Your 12V output is on the high side, but I do not think it is the immediate cause of your problem. As you mentioned before, you've tried other PSU's and had the same problem. You also seem to have the system hang in about the same place every time. If it were a power problem I would expect it to be a little more random.
My first guess would be that Windows is having a problem with either your memory or your onboard video. RAM can test good, but that doesn't mean it is 100% compatible with your MB. I've seen situations like yours where the RAM tested fine, but when it was replaced the problem went away. The I've seen the very same RAM you just removed run rock-solid in a different computer.
As for the video, I went through the manual again and saw no place where you can disable the onboard stuff. If it were possible to do that and you had a different video card you could use, that might just do it. You mentioned trying a different video card before: What was the exact brand and model #?
As a last-ditch effort, try going into the bios and using the "F6" key to load the bios defaults for everything. If there's a setting you've missed it might be of help.
k, got a new motherboard today. It is the PC CHIPS M825G V9.2A Socket A. I know it is a cheap one. went through and began installing the motherbaord. Connected the power supply, booted up and I am getting noise from cpu fan and hard drive but no beep from the bios....What do I need to check. I have the DDR ram in the ddr1 slot. There is no beep and I am getting no video now, thanks. adrian.
where do I reset the bios on this motherboard, it is not the same as clearing the CMOS right...And when I attach no drives, that means all drives (floppy, CD-ROM, and HD), correct? I also need to make sure the ATX power supply cable is connected and the Vcore supply as well right?

Clearing the CMOS (bios reset) gets you back to the manufacturers default settings. Leaving the drives off eliminates any cable and/or jumper problems as a factor. You do need all of the power connectors to the MB installed.
Important: Since you just changed MB's, make sure that all of the standoffs between the case and the MB are in the proper location. Make sure there aren't any extra ones located in a place on the board without a corresponding hole for a screw.
It really doesn't matter, but I'd unplug all the extra stuff first. One other thing I should have mentioned is that you should also remove any PCI/AGP cards, too, at least until you see it start up.
k, i have the clear cmos jumpers set...Do I keep this setting when I start up the computer or do i swith the jumpers to normal CMOS setting? Still no beep code...anything else?
ok, on my old mb there was no vcore plugin for the cpu, on this one there is....does that make a difference.
UPDATE: I redid my old setup and everything worked fine....I am starting to think that this Mobo is not compatible with the Duron processor...Am i wrong. I thought it was the right deal. Pc Chips M825G v.9.2a
oh, yeah i tried that....it didn't work. what the heck am i doing wrong. I take the cpu and ram, place it in the old motherboard, boots up fine...Switch everything back to the new motherboard and i dont get bios beep. Will my duron processor work with this motherboard, PC Chips M825G v9.2a? I am positive it has support for my duron.
this new motherboard is micro atx. The old one was just ATX. there are only 4 screws on the raised portion of the casing. do i need to screw in more screws elsewhere.
yeah, to clear the cmos setting i just move that jumper over the 2 and 3 pins. i'll try again, along with removing the power cables. and cpu clock is set to 100.
UPDATE: well, i was looking at the Jumper 3 and 4 for the CPU backwards. Thank goodness it didn't boot up for me, i would have fried that chip running it at 166Mhz Cpu clock frequency....all is well now...Going to try and install windows. Thanks for the help.

Look at the attached pictures. You need to set your CPU CLK to 100. See JP3 & JP4.
Did you follow the directions for clearing the CMOS like it says in the manual?
