help with display properties

I got hit by smitfraud trojan. I got rid of blue screen, but dont have full access to display property feature like before. The onlt features I have are screensaver and setting. I wish to be able to put wallpaper back on it.

    Format and reinstall windows its always best to start with a clean slate.
