need tips to format laptop with external CD drive

I would like to format my laptop "Packard Bell Easy Lite FX". The problem is that the CD drive and floppy drive are external, and I am not sure that once I format the hardrive, the USB port will be recognised and hence I won't be able to re-install Windows. I am actually using Windows Me, but would like to go back to Windows 98.
Could anybody help?
