Is a router firewall enough?

(I recently got marvellous help from Buckeye_Sam with a Server problem - thanks!)
I am now reviewing the protections in the office. A Win 2K file server is accessed by 6 workstations (Win 2K or XP Pro) - 3 local to the server, and 3 across a VPN.
The network is provided through 2 VIGOR 2600plus routers which have a degree of firewall protection.
[ 1 ] My first question concerns firewalls - is a router-based firewall enough, or should I also run a software firewall (a) on the server and (b) on the workstations?
If so, I have tended to stick with Zonealarm in the past - are there better products?
[ 2 ] I have installed the trial version of AVG's server product in the short-term. Should I stick with it, or is there better protection offered by other products?

In fact, sometimes it can cause problems when a hardware and software firewall system are both running on the same network...
