Best Way to Lower Volume in .avi

I've got an avi file that I captured using my Winfast TV tuner - it's fine, except the volume is way too loud. What's the best program to lower the volume. The audio stream is mp3.

    Don't know if there's a more practical way but I use Cool Edit Pro. You open/insert the video and you have the option to edit the audio. Normalize it and resave it.

    You could also transcode the file with a normalization pass in BeSweet, which is free. It and its GUI can be had from www.doom9.org.
