ATI Tools Memory Tweaks?

I just downloaded ATI Tool and noticed it's got a MEM tool thing thata llows you to change various memory timings and such. Is there any way to know what exactly I am changing with this? Will there be noticable differences in doing this? They look similar to changing system memory timings.
