HD lite flickers

I just got windows installed on this computer I am building in the sig.
The hard drive lite on the ft of the computer flashes constantly. It doesnt stop even if I let it sit at idle for a long time. Not on continusly but flickers
It does not do it in bios but I know it doesnt do anything then.
I dont know if this is a hard drive problem or the motherboard

    Sounds like the Indexing service and a few other things if you're running Windows XP and it doesn't do it in the BIOS.
